Use Ecloras Notifications to post a short note in the notification bell.
Choose All accounts or specific roles. You can pick which page opens when someone taps it. Device push is optional. The bell lists the newest note first; older ones sit lower. A Quick Start tip may show for new accounts until other alerts arrive.

Who sees these?
The audience you choose: all accounts, or one or more roles.
Can I send a bell-only notification?
Yes. Leave Also send as a device push notification off.
Do I have to choose a page?
No. If you leave Open page blank, tapping it opens Home.
What order are bell notifications in?
Newest at the top. Older notes move down. Quick Start drops out once other alerts show up.
How is this different from Product Updates?
Product Updates is the full write-up. These are short bell/push alerts.
